White Flint 2 Sector Plan

The White Flint 2 Plan aims to fill in the gaps between the areas covered by the 2010 White Flint Sector Plan, Twinbrook Sector Plan and the pending City of Rockville plan for Rockville Pike (MD 355). Its land use, zoning and transportation recommendations will apply to properties in a bow-tie-shaped area between the boundaries of these already established Plans. White Flint 2 will link common elements between the Plan areas, including Rockville Pike and the proposed network of bike lanes and public open spaces.

Planners will be looking at parcels along Executive Boulevard, west of Old Georgetown Road; east of the CSX rail tracks, between Randolph Road and Nicholson Lane; and north of Montrose Parkway along Rockville Pike to the city limits of Rockville. Nicholson Court, which was a part of the 2010 White Flint Sector Plan, will also be included in the proposed plan area.

Challenges of the plan include improving transportation networks, including the redesign of Rockville Pike into a tree-lined boulevard; integrating land uses on both sides of the CSX tracks and proposed MARC station; and encouraging mixed-use, walkable developments.

    • June 6, 2016: As a follow-up to the first schools-specific joint meeting held on Sept. 17, 2015, staff from the Planning Department and Montgomery County Public Schools reconvened with the community to provide updates on Master Plan land use scenarios, long-range school facility planning, the Walter Johnson Cluster Roundtable Discussion, and schools-related recommendations from the 2016 Subdivision Staging Policy.     • September 17: White Flint 2 and Rock Spring Joint Community Meeting on Public Schools Presentation.
    • County Planners, along with MCPS, coordinated the meeting to begin the dialogue about how to address school facility concerns in the Walter Johnson High School cluster.

    Background

    The White Flint 2 Sector Plan area covers approximately 290 acres in a horseshoe shape on either side of Rockville Pike (MD 355). The plan area includes office buildings along Executive Boulevard, west of Hoya Street; Montrose Crossing Shopping Center and Pike Center along Rockville Pike; light-industrial and commercial properties along Parklawn Drive, south of Randolph Road; office uses along Executive Boulevard; and Randolph Hills Shopping Center and other light-industrial uses along Parklawn Drive.

    Scope of work coverThe planning process initially commenced in the Spring of 2012, and the Planning Board approved a Scope of Work (pdf, 7MB) on April 26, 2012. An updated Scope of Work will be presented to the Planning Board in July 2015.

    The White Flint 2 Sector Plan will:

    • Georgetowne ParkRecommend land uses that allow for more long-range redevelopment options.
    • Analyze a segment of Rockville Pike that will contribute to its transformation into an urban boulevard, including rapid transit options.
    • Consider how to better connect both sides of the CSX tracks.
    • Promote parks and open spaces along with bikeway connections between White Flint and the City of Rockville.

    Issues

    The White Flint 2 Sector Plan will address issues related to growth and development, including:

    • What level of new development can the transportation network support?
    • How should Rockville Pike (MD 355) between the city and County be coordinated and designed?
    • What transportation policies should be introduced or amended?
    • Should the White Flint Special Tax District encompass White Flint Phase 2?
    • How can uses on both sides of the MARC station and CSX tracks be integrated?
    • What is the role of the proposed MARC station and how should nearby properties outside of White Flint Phase I develop?

    Plan area

    The Sector Plan will update a portion of the 1992 North Bethesda/Garrett Park Master Plan and will build upon the recommendations from the 2010 White Flint Sector Plan. The plan will fill in land use and zoning recommendations between White Flint and the City of Rockville. View the plan area map (pdf, 1.5MB).
