Functional Planning and Policy

The Planning Department's Functional Planning and Policy Division undertakes projects that span more than one geographic area, including environmental resources, historic preservation, transportation networks, and zoning text amendments. While much of the Department's planning work is site-specific, our division considers planning and growth management on a countywide basis.

Among our tasks we produce functional master plans that address systems or policies, such as countywide mobility, agricultural preservation and housing.

Functional Planning and Policy staff cover:

What's New

  • The Water Resources Plan, which examines Montgomery County's land use, growth, and stormwater management in the context of adequate drinking water supplies, wastewater treatment capacity and water quality regulatory requirements, has been approved and adopted.
  • Staff are crafting an amendment to the Master Plan for Historic Preservation: Upper Patuxent Resources.
  • Transportation planners are recommending improvements to accommodate the Base Realignment and Closure Act (BRAC) project, which expands the National Naval Medical Center in Bethesda to consolidate services from the closure of Walter Reed Army Medical Center in Washington, D.C..
