Planning Board worksession #3 (February 10, 2011)

This was the Planning Board's last worksession. In Worksession #3, the Planning Board:

  • adopted a policy allowing administrative removals of resources from the Locational Atlas under certain circumstances
  • approved Staff Recommendations 1, 2, and 3 as shown in the staff report
  • approved staff recommendations:
    • develop Clagettsville Historic District Design Guidelines at the direction of the County Council rather than now
    • present the draft Planning Board Draft Amendment to the Planning Board Chair rather than the full board
  • evaluated five individual sites where staff and HPC differed on whether to designate and decided as follows:
    • 15/1 Parr's Spring, 4704 Old National Pike (address correction: not 4704 Baltimore National Pike)
      • Recommended designation on the Master Plan for Historic Preservation
      • Will indicate to the County Council that the PB is considering a future study of all boundary markers along the Frederick-Montgomery-Howard County boundaries, including Parr's Spring, and if the County Council does not designate 15/1 Parr's Spring on the Master Plan, then the County Council should specify whether it wishes to have the Planning Board retain the resource on the Locational Atlas pending the future boundary markers study
    • 15/4 Alfred Baker House, 28901 Kemptown Road
      • Recommended against designation on the Master Plan for Historic Preservation
      • Removed from Locational Atlas
    • 15/27 Col. Lyde Griffith/Merhle Warfield Farm, 7305 & 7307 Damascus Road
      • Recommended against designation on the Master Plan for Historic Preservation
      • Removed from Locational Atlas
    • 15/28 Luther Moore Farm, 7201 Damascus Road
      • Recommended against designation on the Master Plan for Historic Preservation
      • Per adopted PB policy, retained on the Locational Atlas because the PB and HPC recommendation on designation on the Master Plan differ, and if the County Council does not designate on the Master Plan, then the site will be removed from the Locational Atlas administratively by staff
    • 15/117 Mt. Lebanon School/Site of Mt. Lebanon Methodist Episcopal Church, 26310 Mullinix Mill Road
      • Recommended designation on the Master Plan for Historic Preservation
      • Added to the Locational Atlas

Planning Board worksession #2 (December 13, 2010)
This worksession was advanced in response to the request of a property owner. The Planning Board decided as follows:

  • I5/8 Clagettsville Historic District, Vicinity Kemptown and Ridge Roads
    • recommended designating a 34-parcel historic district that, in comparison to the staff-recommended district, excludes all parcels north of Moxley Road (street addresses: 28500, 28505, 28510, 28514, 28515, 28520 Kemptown Road and 9915 Moxley Road) and three parcels south of Moxley Road (street addresses: 28130, 28218, and 28320 Kemptown Road).
      Staff recommended designating a 44-parcel district, see map on page 7 of the staff report; the HPC recommended against designating a district and for designating five sites representative of the Clagettsville community, see map on page 8 the of the staff report. )
    • removed excluded parcels from the Locational Atlas
    • approved proposal made by staff at worksession to develop design guidelines for the Clagettsville Historic District
  • 15/8-1, 15/8-2, 15/8-3, 15/8-4, 15/8-5, 15/8-6 - Individual Sites Representative of the Clagettsville Community
    • resources were not evaluated by the Planning Board as individual sites, because the Board recommended a historic district instead
  • 15/29 Etchison Historic District, Vicinity Damascus and Laytonsville Roads
    • recommended designating a five-parcel district identical to the district recommended by the Historic Preservation Commission (HPC), includes parcels with the following addresses: 6920, 7000, 7004, and 7010 Damascus Road, and 24220 and 24221 Laytonsville Road, excludes all other parcels included in the staff-recommended district. (Staff recommended an 18-parcel district, see map on page 31 of staff report; see HPC/PB recommended district on page 32 of the staff report.)
    • removed the 13 excluded parcels from the Locational Atlas
  • 15/29-1, 15/29 Individual Sites Representative of the Etchison Community
    • resources were not evaluated by the Planning Board as individual sites, because the Board recommended a historic district instead

Planning Board worksession #1 (November 4, 2010)
At this worksession, the Board considered sites for which the HPC and staff concurred on whether to designate. Information considered as part of the worksession included:

Historic Preservation Commission meeting (April 28, 2010)
This was the HPC's last worksession. At the worksession, the HPC:

  • reconfirmed its vote, taken on 1/20/2010, to recommend removal of the 16 historic resources from the Locational Atlas that staff had initially recommended be removed, per the Staff Draft Amendment. The vote was reconfirmed in recognition of changes to the membership of the HPC that occurred during the HPC's Upper Patuxent evaluation period.
  • evaluated eight resources as potential individual sites representative of the Clagettsville and Etchison communities and made the following recommendations:
    • 15/8-1 Montgomery Chapel Methodist Protestant Church & Cemetery, 28201 Kemptown Road & two adjoining tax parcels, Clagettsville
      • Recommended designation on Master Plan and addition to Locational Atlas
    • 15/8-2 Ira Moxley/Harvey Moxley House, 28318 Kemptown Road, Clagettsville
      • Recommended designation on Master Plan and addition to Locational Atlas
    • 15/8-3 Robert B. & Susan Moxley House, 28322 Kemptown Road, Clagettsville
      • Recommended designation on Master Plan and addition to Locational Atlas
    • 15/8-4 Lewis and Laura Easton House, 28408 Kemptown Road, Clagettsville
      • Recommended designation on Master Plan and addition to Locational Atlas
    • 15/8-5 Ottie and Tressie Moxley House, 28411 Kemptown Road, Clagettsville
      • Recommended against designation on Master Plan
    • 15/8-6 Ollie and Lelia Moxley House, 28515 Kemptown Road, Clagettsville
      • Recommended designation on Master Plan and addition to Locational Atlas
    • 15/29-1 Mt. Tabor Methodist Episcopal Church and Cemetery, 24101 Laytonsville Road, Etchison
      • Recommended against designation on Master Plan (and did not include in Etchison Historic District)
    • 15/29-2 Walter and Ida Allnutt House, 6920 Damascus Road, Etchison
      • Recommended that parcel be included as part of Etchison Historic District (5 parcels)
