Housing Opportunities Commission (HOC)

The Housing Opportunities Commission (HOC) in Montgomery County, Maryland, is a nationally recognized leader in the field of affordable housing. HOC has won awards for its work in developing and managing mixed-income communities in Montgomery County, and is the first housing agency to have received the highest management quality rating from Moody's Investor's Service.

HOC is one of the few housing entities in the nation to be responsible for both developing and financing affordable housing and owning and managing public housing. HOC is the public housing agency (PHA) for Montgomery County and manages more than 1,500 units of public housing scattered throughout the county.

HOC administers the federal Housing Choice Voucher (HCV) program (formerly known as Section 8), develops affordable housing; provides supportive services to HOC clients; offers rentals to moderate-income earners; partners with others in the community to help develop and finance affordable housing; issues housing bonds; provides financing for income-qualified first-time homebuyers; and provides information about affordable housing to the public through its Housing Resource Service.
