Glenmont Sector Plan

glenmont_planning_board_draft_final_coverOn November 5, 2013, the Montgomery County Council approved the Planning Board Draft of the Glenmont Sector Plan (4.4 MB) through Council Resolution No. 17-932. This Plan amends the Approved and Adopted 1997 Sector Plan for the Glenmont Transit Impact Area and Vicinity. The new sector plan assesses what has changed in Glenmont since 1997, re-evaluates past recommendations, and reflects the community's vision for a transit-oriented, revitalized community.

Background

Glenmont Sector PlanThe 1997 Glenmont Sector Plan, which covers approximately 600 acres around the intersection of Georgia Avenue and Randolph Road, created a transit-oriented planning framework for properties around the Glenmont Metro Station. That Sector Plan rezoned the Glenmont Shopping Center to a medium density, mixed-use zone to encourage redevelopment and revitalization. It also rezoned the largest, single-ownership property just north of the Metro station to a multi-family zone, which allows some convenience retail.

While Glenmont has seen some significant public investments — the Glenmont Metro Station was completed in 1998, a Metro parking garage was completed in 2012, a grade-separated interchange at Randolph Road and Georgia Avenue is underway, and a new fire station — private investment has not occurred due to fragmented property ownership and a lack of market demand.

Moms with strollersRecognizing these constraints and opportunities, the revised Glenmont Sector Plan addresses issues related to growth and development, including:

  • Preserving existing residential neighborhoods
  • Maintaining and enhancing public facilities
  • Enhancing park and recreation facilities and linkages
  • Protecting environmentally sensitive areas
  • Accommodating additional development in a sensitive manner
  • Providing expanded housing and retail choices in Glenmont
  • Emphasizing compact development and housing near the Metro Station
  • Creating a pleasant, walkable place while expanding transportation options; two Bus Rapid Transit lines are being studied in the area
